Like cmal said. It's all a numbers game.
Let's say that 1% of Average drops are good. An incredibly generous number, btw. In turn, let's say that 1.5% of Superior drops are good. That still means that 98.5% of them are going to be crap. Same with Exquisites.

Case in point:
3 8 Fire Fox dropped [Exquisite Leather Leggings of Negation]
3 7 Mantitcore dropped [Infusion of Gaia]
3 6 Scary Ghost dropped [Godly Mana Potion]

Not bad, but I have seem some mjolnir pants with lot better EDB, but it's an upgrade over what I'm currently using (Average Phase Pants of Mjolnir). I actually traded a very good heimdall pants for that too (IMG:[invalid] style_emoticons/default/sad.gif) .
