Yes it is. 5 is based on buktore's theory that fleet adds 1.75 to base evade, and there's non-fleet silk shoes with 3.25.
But I found these totaly crap shoes with 1.75 base evade, so that means it would be possible to have silk shoes with 0 evade...

Shoes have the lowest max base evade AFAIK. I even have exquisite pre-nerf fleet shoes and they're only base 5.25.

Amusingly enough, I was just wondering why Hito was bothering to auction Owl pants and I got these:
Superior gossamer pants of the owl
Even with the relatively high INT on those though, they're still vastly inferior, damage-wise to, my INT pants.

1) They're basically average fleet pants with good attribute bonuses
2) I want to get rid of them
3) I'll still get way more than I can get from the Bazaar
