Yes. When you see () by all of your stats, that is what the equipment is giving you at your level...

This thing has a maximum PA of 6.24 but, is only gives me 4.51 at my level. Every time you level up, it gives you a little more PA. If the item's level is the same or lower then your level, youi'll only get the maximum stat value, unless you do an Item World level-up on the item.
The good part of using items that have a higher level then you, is that it gets better every time you level up. The downside is
Burden is usually much higher on higher level items and can cause you to get double hit by the mobs if it gets too high. So, you don't want to get equipment too far above you, or you will become a refrigerator, and get beat down.
