It was a joke. For the record this is my best shortsword, very similar in damage, but most of the rest of stats, the dagger totally wins.

Could be. I've seen a couple of high proficiency gear with the same scaled proficiency.

There's only something wrong with it if you happen to be fixated on one particular stat, such as elemental proficiency bonus. If you look at all stats taken together, both of those pairs of pants are much better than my Average ones - although mine do happen to have a higher base value for prof bonus...
