according to the wiki playing at higher difficulty levels doesn't increase the quality of drops, only gives a better chance of tier 2 and 3.
of course it's better to find a legendary phase or shade instead of a legendary cotton or leather, and playing at higher difficulty you should encounter monsters with higher PL and have a better chance of drops, but save for that, shouldn't the chance of getting a legendary be the same?
Well, you aren't really required to play at IWBTH, but from my experiences,
whenever i play on IWBTH, the possibility of getting a mag/leg drop becomes more likely,
compared to a lower difficulty setting. It's not like it won't ever drop a mag/leg quality on
lower difficulties, just that you're more likely to get something of that quality sooner
if you stuck to high settings frequently. Playing on lower settings still gets you mag/leg drops, but for me
it usually takes 2-3 times more rounds compared to IWBTH, to just get a mag/leg drop.
I'd have to play about 50-100k+ rounds on normal for a chance at a mag/leg drop, when usually
on IWBTH, it only seems to take me around 5-20k~ish rounds to get one. So whether or not
the RNG is just trolling me, i don't think it'll actually do you any harm to play in a higher setting,
only unless you're unable to do it comfortably.
