I'm getting a little better than that on average, but I agree...there is no way Fine should be appearing from a Noodle. It should be Superior or better guaranteed (which of course still means you could get crap but still it's the highest Boss)

Exquisite Cobalt Shade Breastplate of the Shadowdancer

I think Shadowdancer has been nerfed for a while now, but still, this looks interesting...better than my existing 3 PAB Jade Shadowdancer Breastplate. I think I'll keep it for now.
