Unless you have something better, off-hand it. The chance of an off-hand weapon actually using its Process is negligible (3%-ish) in battle. The Off-Hand is better served by having a weapon with a freakishly large stat bonus or two.

Add the +34.6 Attack Accuracy Bonus from my Main-Hand PA Rapier and I still have a +57.3 Hit Chance (nerfed from +68). BBE shows me more [Accuracy: 11/11 (100%)] than other percentages.
Plus the +3 AGI gives me +1 Action Speed and +2 Spirit Points.
