That bug was fixed some time ago.
They no longer drop below fine quality.
Some just got bored having that around. I feel their pain.

This patch reintroduced ethereals below fine, I got an average not long ago. Unless its already been fixed again after this patch.

Anyways, about half way through turning in my 1000+ trophies. This staff has some pretty high base magic damage bonus.

Superior Willow Staff of Destruction. Looks pretty good, but can't scale it up at the moment to confirm until the new calculator comes out.
