From what little research I've done, it seems possible that the int and wis difference will make up for the loss of the EDB, but since Magic Rating makes a bigger difference against high barrier rating monsters (Legendaries and Gods), it's less likely since I'm fairly sure one tends not to use elemental magic against them.

But you know, it'd be easy to test for yourself. Reset STAT, record your average damage dealt with Wrath of Thor over an entire IW (or whatever), then wear the other piece and do it again. 300+ rounds (over 2600 monsters) should be a relatively decent sample size.
