上山下乡源于1958年大跃进时期的教育扩招，1960年及以后的大学毕业生人数是1959年及以前人数的近2- 3倍，但那次扩招并未得到人们的足够关注。1958年大跃进的工业扩张一地鸡毛后，教育快速扩张的规模仍然持续了
些年才下降。更要命的是，教育快速扩张赶上了城镇就业的减少，1961和1962连续两年城镇就业人数绝对下降，城
就业总规模到1970年才超过了1960年的规模。按照那时的标准，初中以上就算知识青年，而上山下乡之前的知识青年
主要在城镇就业，这就意味着当时政府面临着极大的就业压力。
为了稍微理解一下当时的就业压力，我找到了《中国教育成就统计资料1949- 1983》获得了当时大学、高中和初中毕业生人数，然后将这些毕业生人数和城镇新增就业人口（来自统计年鉴）进
比较，就可以看出，1958年开始的教育大跃进造成了巨大的就业压力，而1961年之后的调整恢复大幅减少了城镇新增
就业人口，直到1970年城镇就业人口才恢复到1960年左右水平，这使得知识青年就业问题成为计划经济体系最大的挑
。三幅图中第三幅仅供参考，由于城镇新增就业人口好些年为负数，我假定为负的知识青年最晚可以在三年后分
工作。当然我这个分析没有包括退休，主要是缺乏年龄结构数据，有机会再深入研究。
发这个当然不是为了为谁洗地，我也赞同上山下乡是知识青年的个人悲剧和时代悲剧，但是我们要知道这件事情的
原因是过度教育，就是说教育机构培养的劳动者供给超过了对该教育水平劳动者的需求，最终造成计划经济劳动市
场的崩溃。而现在我们同样面临过度教育的风险，虽然经济体制已经改为市场经济了，但教育毫无疑问仍然是计划
体系，过度教育的风险仍然存在而且看来越来越可能。《过秦论》里所说，“秦人不暇自哀，而后人哀之；后人哀
之而不鉴之，亦使后人而复哀后人也”，说的就是付出了牺牲只知道哀伤，而不知道总结经验教训，只是在继续重
蹈覆辙而已。

hv 99%修理到100%和50%修理到100%哪个资源浪费的多，是永远一样多，还是坏的越厉害修理用的材料越多？
