You might achieve a better result if you use your usual font and then mess with its layer mask* to achieve the desired effect.
Example:

I don't have a tutorial since there's no one single way to do it, but here's I would go about it:
- Select a portion of the image where the "static" pattern is visible
- Define a pattern based on that selection (Edit > Define Pattern)
- Create a layer mask on the text
- Alt-click the layer mask
- Fill the layer mask with the pattern you've just defined (Edit > Fill)
- Alt-click the layer mask again
- Unlink the layer mask from the layer and move it around until you're satisfied with the result

Just want to know if lowercase is readable!

Is the resolution of images actually that low? The lowercase is annoying to read at least in images that small.

If width of the original image is at leas 1280 pixel then the lowercase version is readable, but you may want to increase the size of the stroke a bit.
