If you have a lot of Slaughter armor with full forge, that would make butcher weaker. If you have a lot of Savage armor that would make fatality weaker. If you have a Balance armor that would make fatality stronger.
Both savage and balance benefit fatality since both affect crits (crit dmg is additive afaik), slaughters decrease butchers efficiency compared to fatality, yes... and that was exactly my main thinking, in a full slaughters set you have more damage coming from armors, so increasing something that affect overall damage seems logically better than something that affect only the main weapon damage (and that's partially true)...
I simulated (with info from wiki) full peerless set, messed around with crit chance and crit dmg (with values even impossible to get in the game), and simulated the effect of butcher and fatality on these numbers... in all cases butcher seems a little better if you factor in the damage from counter-attacks (disregarding counter
completely, fatality seems slightly better)...
(in other words, even if you would use a full savage set with a non-existent hybrid suffix of balance + slaughters, butcher seems a little better when you put counter-attack into consideration)
I didn't took damage from skills into consideration 'cause i think 1H use Spirit Stance and/or OFC the most... the usage of other skills are rare and I don't think crits would matter that much in OFC case.
