Not until later, at around 310+ when you can cast full-power and -speed Imperil.

Generally, 2H is at its best until about 150-200 -- when enemy power scaling starts to rise dramatically -- then 1H's defense and ability to stay in Spirit Stance forever pushes it ahead.
