You should always keep the higher adb weapon in mainhand slot, it boosts your overall damage.
Exception is if you're low level (and you are) and you have an ethereal/iw10 weapon and another with normal damage (piercing/slashing/crushing), in that case is nice to keep the ethereal in mainhand, to get your iris strike and backstab doing Void (aka unresisted) damage.
If the axe you got (from bazaar right?) is higher than lv 300, just toss it, you wouldn't even get to use it, trust me.
If not, you should soulfuse it asap and get a random rapier (nimble of balance) for your offhand.
From level 250/300 onwards, 1h (rapier of slaughter+force shield/buckler of the barrier) + power armor is a better choice, but for now you can stick with dual wield.
