If by dumb you mean the people who complain about the P puzzle in spite of the solution being just a click away then yeah, I fully second derpymal's statement.

Hmmm all the mages would now use shielded equipment enhanced with the featherweight charm (IMG:[invalid] style_emoticons/default/laugh.gif)

I feel that it's going to get nerfed in the next patch or other types of enchantments that influence armors may be implemented (non-stackable with other enchantments).

When you get an equipment good enough to forge, for obvious reasons. (you can't get your materials back)

Level isn't that important, though it's better to use the +1 level bonus on high-level equips when forging (to save you some time with IW).
Quality is more important. Just make sure that it's really irreplaceable. Exquisite equip is a good starting point, though if it's some common equips (plate, for example) you may want to use materials on those even rarer prefix, like magnificent and legendary.
