Depends i dont have SAI and i've tried vector tools and tbh the lines come out too straight. Notice my first few were done with vectors. I like the variation in the lines as if it were done with a G-Pen or something similar. I've followed a few Photoshop tutorials, and figured it out from there its just it takes time to make the paths for the lines.
Well, I'm guessing you're currently inking like this(sorry for using your drawing)

And you fill it and it ends up looking kinda like this

If you use illustrator, yeah, it ends up like this

But you can use the calligraphic brushes to make it look better

(by the way, sometimes the stroke ends up in the opposite direction, I recall there being an easier way to fix that, but for now I can only recall going to the brush options and changing the brushes angle like this, just move the circle thing)

And if you still want to edit the paths like in photoshop, you can outline the stroke

Then you can edit it further and end up with something like this

This all probably looks more complicated than it should, but in this example we used one less pen point,(you save even more with more complex lines), and every point you save helps when you're doing something like doing hair, I believe this method is faster in the long run.
About SAI, well, I'm assuming (perhaps unfairly) that you didn't pay the thousand bucks it cost, in that case you know what to (rhymes with birate), and if you did, then it's only like 50 bucks. If you have a tablet, then that's all you need, just make the line and it'll look good, that program is magic. But if you don't, you can make a vector layer and just make a line between the points

And then move it with the edit tool(click to add points, alt+click to erase them)

Again, this looks different to photoshop, but I think it's easy to get used to it.
To give it that pen look, use the pressure tool

That looks kinda pixelly because I'm working screen size, but since it's a vector you can just increase the document size and end up with something like this

You can also just draw the line and edit it in the same way, but it's not that comfortable with a mouse.
Edit: Hopefully the images work now.
