Yes if you've seen professional story boards and what not for animation they do that. Its actually reference points for the ones who do the coloring. For me its important since i often erase those lines when im done inking, but with multiple layers i can use them as reference. Saves time when you get to the shading and highlights, you dont spend time deciding where the light comes from if its already pre-determined.

Depends i dont have SAI and i've tried vector tools and tbh the lines come out too straight. Notice my first few were done with vectors. I like the variation in the lines as if it were done with a G-Pen or something similar. I've followed a few Photoshop tutorials, and figured it out from there its just it takes time to make the paths for the lines.
Edit:2hours later and still almost no progress...
Colored her eye... and did some more line work. Much to be done still.
