Can you just delete the galleries with less than 5 stars?
There are a pictures of a substantial amount of girls that I would not touch if I were offered money. I can't see myself, or anyone else fapping to such garbage. Another possibility for clearing wasted space without sacrificing quality galleries would be to change the category from "Asian Girls" to "Japanese Girls". I have a feeling that the amount of views relative to the space that is being taken up is a result of bad quality galleries, as well as ugly girls.

I think it is reasonably clear and simple message to understand. I would suggest account suspension for users filling Non-h with Hentai content on purpose. E.g. 1st time a warning, 2nd time 1-2 weeks out, and so on with progressive increase. Just a thought.

There's no immediate hurry to remove the stuff that is already uploaded. I haven't scheduled it to any specific point in time, but you're probably talking late spring before I get around to it.
