I'm all in favor of the carrot-and-stick method.
1) Kindly offer the newbie the carrot. 2) If they don't take it the first time, then beat them with the stick.

I only use the carrot-and-stick method after factoring in the user's nickname, grammar, my current mood and a dice throw.
If the user fails the initial check, I fuck them with the carrot and the stick then dump the shit in a biohazard container.

I've gotta say, as a long-time lurker of this thread and the site in general, I can certainly sympathize with you veterans of this forum. Over time, I've seen fun and thoughtful discussion be wholly usurped by aggravatingly inept shitposting. It reminds me of what happened to one of the forums I used to frequent.
It was another one of those Nintendo forums that sprung up to counteract the absolute bullshittery that was (Is? Is.) the Nintendo Wi-Fi Connection. It had everything; a frontpage with daily Nintendo news, a nifty hub feature so you could chat while playing Mario Kart or Pokemon over the internet, and a bomb-ass moderation squad to top it all off. The site had a lot of thought put into it, and the community reflected that. New users would always be trickling in, sure, but they always respected the rules and were usually cool people. Then 2008 came.
2008 was the year that Super Smash Bros. Brawl came out, and everyone and their sexy grandmothers wanted to play this hot shit online. This meant that our little ol' community got absolutely flooded with new users, ones that didn't give a shit about online etiquette or meaningful discussion. Every thread filled with off-topic posts. You never played with new members because they were guaranteed to be filthy ragequitters. And if I got a bull shark testosterone injection for every time I read "first lol :P" in the comments section of a news post, I'd be on death row for murdering all of the southeastern US. Seriously, the shitposting got so bad that all the old members made a thread demanding that the mods make a board excluding new members. Unfortunately, the admin, the only guy who could tend to this issue was almost never present, presumably tending to his various "responsibilities", such as his "career", or his "family", the turd. When he finally got around to adding a "Serious Discussion" board (read:political/religious wankery), many of the regulars jumped ship, and any modicum of a quality forum with them.
Okay, so I said all that to say this; shit changes. Old users leave, newbies take their place. It's a fact of life just as it is a law on the internet. But never simply accept the dumb shit that newbs do, be willing to take measures to counteract it. Maybe new users are forced to read the rules and then take a test on them. Maybe new users must submit a number of approved galleries before they start to earn GP from them. Maybe there's too much of a focus on having a high post count, lots of karma and a big-ass sig, and not enough on the actual content of a post. If you want that awesome discourse back, you've gotta work for it. You've gotta get Aryan.
