I cannot for the life of me figure out how the fuck this is superior. Not a single stat is near max, and those two PAs are lower than the previous minimum.

It's a Superior because MAB, PMI, MMI and Evade are Max-1, Max-1, Max-2, and Max-3 respectively, and it has 3 PABs (which probably gives it a bonus)

Mitigations make up a higher than average part of the quality score. This works well for Light & Heavy, but not Cloth.
