The base rolls. (Note, rolls being plural)
Read the formula section of the wikipage, it should explain it to you a bit. But in a nutshell it multiplies the rolls by the slot mod and rounds, then by the quality mod and rounds. Then adds them all up with the quality bonus, then turns that into the base value by multiplying it with the correct factor.
Ex

Let Quality Bonus be
superior: 0.8
Ex: 0.9
Mag: 0.95
Leg: 1
Rolls of 5 base and 5 suffix
Superior: 5+5+.8=10.8
Ex: <5*1.05>+<5*1.05>+.9=<5.25>+<5.25>+.9=5+5+.9=10.9
Magnificent: <5*1.1>+<5*1.1>+.95=<5.5>+<5.5>+.95=6+6=12.95
Legendary: <5*1.2>+<5*1.2>+1=<6>+<6>+1=13
So in this case there is a jump from ex to mag, but not much difference between superior and ex, and also not much difference between magnificent and legendary. Depending on the rolls there will be different jumps.
I hope this was able to explain it to you a bit. This also is why I have to adjust both the base and suffix sometimes.
