Skillchip, has there been discussion anywhere about how to calculate stats of 0.82 gear? It doesn't seem to work the same as pre-0.82 gear, where there was a distinct whole number for base roll.

The way equipment is generated has been significantly changed. Instead of getting passed a "quality bonus" and from that generating random stats, before finally calculating its quality, the system was flipped around to always generating equipment based on a given quality tier.
For example, when the system generates a gear of type Legendary, it will now always have three primary attribute bonuses (assuming the gear type has three possible PABs), and every stat is rolled between 85% and 100% of the allowed range. (Legendary equipment can now roll the highest stat possible; a Peerless is therefore simply a perfect Legendary.)
This makes it sound like the "quality" is no longer part of the base stat calculation, but rather it determines the equipment tier. That tier is then used to set the min and max range for base rolls.
Any progress figuring out equations?
If I assume fluctuations and forging are the same, I might be able to figure it out by forging something. I need an excuse to forge 0.82 gear though.
