It looks like a magic spell (like "Abracadabra") that plays on チチ (breasts) and オッパイ (breasts) and possibly チンポ (cock).

チチンパイパイ is actually a play on "ちちんぷいぷい" a commonly used "magic word" for children.

The numbers in their conversation are ratios (except the 3割 by Nami), 割 is percentage. Two different things.

Conversation continues with only one number mentioned because odd of the male winning gets the emphasis / is the subject / focus. (don't know how to word it)

And I am not sure if I have heard of something like "Me 6" instead of "Me 6 You 4" right off the bat.
