Very roughly speaking, in a situation we commonly see it in H-manga:
出る: It's coming out.
出す: I'm letting it out.
For a better understanding, you can search online for the "出る 出す". There are numerous articles that compare these two words.

The author translated is as "Because today is a fun Friday, you know." But I'm not sure if it's right either. I'm guessing there's some kind of a pun in that sentence,so it's kinda hard to translate

You have the benefit of being able to isolate exactly what is on that layer, unlike us, based on the limited information you have provided. If it is only a layer that adds semen, you very well be right.
