How would you translate this? "Guahaha!! Rejoice people of the mushroom Kingdom! From today onwards, the kingdom will be under my rule!" works somewhat. However, I really want to add the fact that she calls herself 'princess Koopa/(Bowser)-Peach' without it sounding too weird.

The first bubble is hard to figure out without context of what happened previously. It's something like:

"I don't care. After all, for us there aren't any human rights."

He could be saying that "We don't have human rights." or "Human rights don't concern us." He's also using rough, casual language, so you might want to roughen that up once you figure out who's human rights he's talking about.

The second untranslated bubble is much easier:

"If you wanna get in the way, how about we fuck you too, huh?"

He's using a volitional verb form here, usually used to invite others to participate in mutual action, obviously with sarcasm in this case, so I suggested "how about".

Can anyone figure out the two lines outside the bubbles on the right side of the page? The words are easy enough, but I can't figure out what she means.

Here I don't get the last two bubbles. I know all the small text outside the bubbles, I just haven't type set that yet. I only need the two bubbles. For context, his older little sister "Karen" was lounging about in skimpy clothes in his room, telling him how she'd be going over to her boyfriend's place tomorrow, and this was probably her last night as a virgin. He lost his mind and fucked her. She's discussing what happened with the younger little sister. I kind of think she's saying that it was easy to get him going, but after that she lost control of the situation, implying that she set-up the whole thing on purpose. I'm very unsure though.

Since Koopa is Bowser, you can just have her call herself "Princess Bowser/Peach". The Japanese already has the equivalent of a "/" so "Princess Bowser/Peach" is no more awkward.

For working that into the line, I'd go for:

"Guahaha!! Rejoice people of the mushroom kingdom! For I, Princess Bowser/Peach have made it mine!!"

I don't know if there's a standard, correct way of handling the と言うのも, though.

2. 人の行為を覗くのはよくないわ...天井裏のネズミさんを / ここに連ねて来てちょいだい

This is split across two bubbles. I think it reads "Watching people 'doing it' is wrong... Please bring Miss Rat-in-the-Wall here." However, I'd like to be sure that を isn't doing something strange. If so, this might read "Watching people 'doing it' is wrong... Miss Rat-in-the-Wall. / Please join us here." which seems to be more in character.

1. Closest direct translation for "と言うのも" I can think of is "Speaking of which," so "Speaking of which, having sex while being watched is pretty arousing" could be a possibility.

2. Your first interpretation is correct for this. She's not speaking to the peeping girl, but asking men around her to catch her.

Below is my take on those bubbles. Feel free to change them however you see fit.
