In that case, it's like:
"Not a victor but a winner"

This also means like:
"don't Take honor but take benefit"

Can someone tell me what the symbols by her head mean? It seems to be a significant reaction.

Edit: Oh wait! Let me guess, she's saying his name?

Close! She's actually saying the GIRL's name. If you look carefully, you can probably tell that the handwritten kanji are the same kanji that are used in the man's speech bubble at the second vertical line. As for what that name is, there are a few possible readings but in the absence of explicit kana I would go with "Makoto."

Oh? How unusual. I'm hardly the expert in Japanese names, but whatever the reading I believe the kanji represent a feminine name.

^ Yeah, I'm pretty sure the author deliberately gave him a girls name because his androgyny plays a role in the story.

Can't read that tiny thing after "Ahh Megami Sama" (where it says page 52). Everything else I can at least read to tackle. Damn tiny handwritten text

Fortunately that looks to be the only time it'll get that small in this project.

Looks like Fujishima Kōsuke (藤島 康介), the name of the artist who created Ah! My Goddess.
