Might have already been mentioned but Depreciating Proficiency of 40 releases Silence (though not sure of level requirements).

Also, Arcane Focus seems to have a proficiency requirement of 110 (well only noticed at 113 but assume it appeared at 110).

Confuse seems to have a Depreciating Proficiency Requirement between 40 and 48.

Didn't see Confuse appear on the settings screen at a Depreciating Proficiency of 40 but when I later checked (with a Depreciating Proficiency of 48), it had appeared.
