Not as such, but you'll be able to name it.

Well, for obvious reasons (such as renaming gear to something misleading), reforged equipment won't be tradeable.
That one should be able to fix, since how the trade system works right now, it's all based on trust anyways, COD may exist but isn't used that often.
The simple solution to someone trying a scam by renaming a piece of equipment to something better is no different from scamming people by simply sending them something else then what they paid for, or not sending them anything at all.
But to fix naming, a simple solutation would be to not allow currently existing prefixes, suffixes item names. With exceptions for those words that the items original name had.
So an "average longsword of slaughter" may be renamed to "average longsword of awesomess" or "supabest slayersword of slaughter", but it may NOT be renamed to "superior longsword of slaughter", since superior is a protected word that the original did not have. In the same way, it can't be named "supabest slayermace of slaughter" either. While slaughter is OK, mace on the other hand is not.
The only problem would then be people trying to get creative with the spelling "Magrificent Katanna of Slaughter" would pass through, since it had slaughter originally, and the two others are miss-spelled.
One way would be to simply add in various possible misspellings. Or to simply make a rule that deceptive names are not allowed, and then "attach" the name of the person who named the weapon to that name, and if it is reported, you can find the guilty one and punish him accordingly.
(Since you like magrificient things, I will make your items magricifient, which is kinda crude, so I'll just make them crude instead. Oh, and I'm taking all your money too.)
