The joke is that Kamen Rider W is two dudes (the first pair of ponies) who each form half of the eponymous hero and they each have a set of powers then can use (the following sets of ponies). One of these powers happens to be called Luna.

Fluttershy is Chibusa Tsukino.
Luna is Hotaru Tomoe as Miss 9.

If I'm going based off poses I've seen before.

I could be wrong on Celestia and Luna, but those are the only two Senshi with staves.

ALPINE EDIT: Though, thinking about it, it could be possible that Celestia and Luna are the two aspects of Hotaru, the light and the dark. But I think the pose points to Celestia being Pluto. Also, no one cares about Spike, but I'm pretty sure, if I put the name there, the idiotic people would get confused. But I can almost 100% assure you that he's not supposed to be Artemis. Though couldn't they have put Applejack's dog as Artemis? I mean, seriously. Beefy Spike should be Mamoru Chiba, anyway.

The cutie mark crusaders could have easily fit in there as Kou Seiya, Kou Taiki and Kou Yaten.

Derpy and Carrot Top could have been thrown in there Michiru Kaioh and Haruka Tenoh, respectively.
