totally disgusted with the Call Of Duty: Black-Ops rezurrection zombie maps, cost me 1200 ms points only one new map, the rest are from World At War. Unacceptable

Possible reasons some game companies never release SDK for gamers to create mods: - believe mods are the source of hacks, cheats, cracks and exploits. - hinder their abilities to sell map packs & DLC. - or they simply don't like sharing their games' source codes.

They don't have time and money to bring the SDKs to any shape in which those could be used without weeks of on-site training. And to hire people to give any kind of support to users using them to mod.
Technology used by game companies is usually created to make a specific game. If something is not in the game, the tech doesn't support it. It's almost always a mess of ugly hacks, full of comments to straighten them out when there's time, and legacy code written by people who no longer work at the company which no one knows how it works anymore.
In rare cases the entire source code of the tech can be released on the Internet for anyone to try to make sense of it. This way there's no guarantees and no support from developers necessary. In 99% of cases though the tech is using some middleware like Havok, PhysX, FMOD, Scaleform, Gamespy, Vivox, Speedtree etc, which is licensed to use by that company only, and either is protected from developers so that the game can be compiled only on a PC with special security measures installed, or releasing it would cause the developers to be sued to the ground.
