Not particularly. Oblivion got a lot of attention and was one of the first real RPGs for the 360, hence why it sold so much. It wasn't actually a very thorough game and a lot was left to modders to correct. While Morrowind was very good, a lot of the staff involved aren't there anymore.
This is probably why Bethesda is churning out half finished games. A huge chuck of the more in depth aspects to its Elder Scrolls gameplay (Birthsigns, Classes and a lot of stats) have been completely dropped for this one.
Also, there's now supposedly only four armour slots. (jewelry and rings count as three of the four)
Essentially, the game is being made more mainstream.
