Maybe let PABs be a smaller Factor in the total score? If it has too many shit stats not even 6 PABs should make it Legendary.

Then I suggest you don't interpret it that way. :3

What I mean is, it would raise the bar for how good an equipment piece has to be to be considered legendary, to adjust for the possible quality increase for having PABs.

Legendarys have become more frequent but you can hardly call it drown if you get like 0 -1 a week for doing almost all non Marathon Arenas.
