Don't think so hard about it. If the h@h guy does not play HV he will have too many hath anyways. Those non HV perks are fairly cheap and your daily fapping needs can be paid in GPs only.
If the h@h guy is a HV player he will go for the Perks anyway and only sell if he wants something really hard. Like training or Gear.
