I am not too sure who has "way too much Hath", but if according to your definition (who must be an HV fanatic) I can only think of 1 name. For others who are likely to have lots of Hath (e.g. the top 4 guys in All-Time H@H toplist), they don't seem to be playing too much HV so I don't think the new Hath perks could tempt them to reduce their hath stock.
So, are the new Hath perks actually attractive?

For me, I seldom use it. I always think that it's not powerful enough. Plus, the reduction in overcharge amount further reduces my interest in using it.
25K Hath for something uncertain and seldom used? This is always in the lowest priority for me.

For something costing that much, I think I would expect something like "after opening the Hath perk, shrining 1 Noodly Appendage always gives a Legendary T3 equipment". (
Perhaps somebody who made the correct guess should get a prize?) But would it be that good? Who knows. If one had 200K Hath, probably he wouldn't even need to think about this. But if one only got 50K Hath? Well. Think about how much money / effort was put into getting 50K Hath, would it worth to put into something uncertain? Oh well.
I don't know if somebody would think that the new Hath perks are attractive. Even if so, would this cause them to buy Hath with Credits? Probably not, because of the new trainings which cost a hell lot of Credits. If I want more Hath, probably I would only open more H@H client slots or adopting server slots, rather than selling Credits for Hath. So I believe there's no motivation from the moguls to buy Hath with Credits.
But I think this is only the smaller part of the Hath price downturn.
What I meant "hath perks change" was not about the 2 new super-expensive Hath perks, but the change of existing ones - and I mainly point to the Auras.
Black / White / Rainbow Auras - I don't mean they are useless now, but they must be looking way less attractive than before for a majority of players, I believe, mainly due to the removal of EXP boost (and probably Power as well) on them. Check how many people actually activate these perks after their functions changed. Probably only the HP perk is most useful. MP/SP is overflowing by using Heroic potions with maxed trainings, what's the point to open the MP/SP perks?
Crystarium - It looks like there's nothing changed on the table but... for Crystarium III, crystal drops on a IWBTH arena reduced from 15x to 12x, fullstop.
Innate Arcana - Probably IA1 has become more attractive, but the change in Spark of Life gives people less reason using an IA slot for it.
People could rather put (1) trainings, and; (2) improving equipments in a higher priority, rather than buying Hath for them.
Hath perks not attractive => Less Hath demand => Hath prices drop.
If 10b ever wanted to stop Hath prices from continuous downturn, add more value to the Hath perks like:
- Revert to the old Black / White / Rainbow Aura
- Add back the Credit-related Hath perks (for increasing Credit gains / bazaar sale value and decreasing training cost)
- Crystarium IV/V
- Improve Spark of Life
Or I afraid that Hath would continue to depreciate.
