I don't have the script for the NDS or PSX versions on hand, nor the original Japanese one.
Obviously, machines
are capable of evil, though, if humans do make them that way, so if I were proofreading I'd probably have said they "aren't necessarily" evil, or maybe just rewritten the line as "Machines are only evil because humans made them that way."
I'd really have to see the original japanese to know if it should be "made" or "make," since the context (the following line from Marle) makes me suspect it should be "made," especially given that they are in the distant future when the line is spoken and most of these robots are already centuries old.
