I suppose this doesn't work since she doesn't have any balls, but Pan from Dragonball GT fits for me. I don't even know why I watched it or continued watching for a while but she was probably the most annoying character that I've encountered. A bossy, whiny little kid that's always doing dumb, irritating things. And, worst of all, she never matures (at least as far as I watched). Meh

And, if it truly has to be a male....a little more difficult
I did take an instant and continuing dislike to the main character in OverDrive...
Wait! Now that I think of it, someone mentioned Shinji of FSN
There was actually someone I disliked and hated far more in FSN and that is Emiya Shirou.
His ridiculous ideals, sexism, constant posturing, and mindlessness just irritate me like nothing else. Not to mention he has so much screen time.

Suzaku Kururugi.

In the first season of Code Geass, he was just an asswhole to Lelouch and everything he was fighting for. I guess Suzaku had his damn reasons, but I was supporting Lelouch, so needless to say Suzaku go on my last nerves during that first season.

In the second season however, he managed to redeem himself.

Lambo from Hitman Reborn. The most annoying character and voice I ever heard/seen.

And just recently I watched Freezing and almost dropped it at the end of the first episode when Aoi Kazuya starts hugging Sattelizer and screams out Nee-san a couple times. Man I didn't feel like kicking him in the nuts I felt like ripping his throat out. I'm getting annoyed just remembering it.
