Leveled monsters differ from the baseline.
Furthermore, if this was the intended effect then it wouldn't be a rule violation to have misleading named monsters.

is there a new link to the user created bestiary? im saving up crystals to power up a monster i made (who is curently only level 1) and havent given him anything since i made him (months ago) and i just want to make sure he still exists in the verse before i give him crystals

It explicitly tells you in the monster lab that until level 25 it is inactive and nameless.

The rule isn't implemented anymore. AFAIK the naming rule should now be confined to specific racial discriminating names.

i still need the bestiary, because i dont want to use the crystals on a monster and find out theres already one with a similar name. unless "look-a-like" monsters are no longer a problem

Probably not, the list can be abused by add-ons to provide a complete library of monster class without the need to scan individual monsters.
People have asked Tenb with the same reasoning, but the list hasn't been back, so you probably shouldn't expect that to be back (unless Tenb changes his mind)

When you're naming your monster the system automatically tells you if the name is taken. It doesn't delete your monster or anything like that. It just won't let you continue till you choose a valid name. Just don't be dumb by putting numbers or something after a name you wanted. If it's taken it's taken.

I tried to make a monster called Guybrush Threepwood (the name of a PC game character) but it was already taken and I was told to choose a different name. So I made Mecha Jackson Moonwalker instead. That robot can dance like no one's business.
