SO not true. For example, I have an average cap and a superior cap. The superior one is obviously more expensive, but the average one is VASTLY superior. In fact, most of my equip is either average or fine.
What you have to go buy when buying equip is what you need.
Say you get too much dmg in fights and need to heal too often - look for either higher physical absorption, or look for higher evade.
If you aren't dealing enough dmg, obviously, look for a higher dmg bonus, etc.
It's really not that hard, all you have to do is figure out the biggest problem you have atm (be it taking too much dmg, not enough dmg, too much interference/burden, low bleed, low penetrate armor, etc) and look for gear that improves on that.
