Either I g9t a dead cpu, or my socket is borked. Beep code of 4 beeps, and it hangs at the initializing screen. It does have video, but only out of the VGA on the mobo. The socket looks in perfect condition, and looking from different angles doesn't make any of the pins look out of place.

What processor is it? That may be the problem since it is the most common, although it may be something on the motherboard

Well, mine's also 15 inch PowerBook G4, but at 1.33GHz. So yours would be a good source of donor parts for a CPU upgrade for me. And maybe a keyboard as well, since I bet yours has the backlight (it was optional on the 1.33GHz model and the original owner of mine didn't spring for it). Mine has a working display. The I/O selection is nice, but I don't know how competent I'd call them. The 'fan-in-the-hinge' design is dumb and loud and ineffective. Also, keyboard's nice. Touchpad isn't especially. And my case has dents, too; I don't mind. That's what happens when you use aluminum. 14-15" is the largest I like to go with laptops. I favour 12" models usually, but not in the case of powerbooks (icky nvidia GPU's, and a few of them have soldered RAM).

Supermicro X10SLH-F board with E3-1271 V3 CPU, 4x Micron PC3L-12800E 8GB DDR3 ECC non-registered RAM, Supermicro SCI-731 chassis, Supermicro 465W PSU. Scythe Shuireken 2 cooler cause the stock 2U Dynatron is very noisey, and the backplate attached doesn't permit stock coolers. The PSU is NOS, cooler is new, other parts are used from different sources. Pulling all my PCI-e cards had no effect.
Seeing if the board's vendor can offer any guidance on the last CPU it had installed.

A few generic suggestions.
One, maybe the bios/some firmware needs updating for your CPU.
Two, do see if you can try another CPU.
I don't have any haswell stuff (especially xeons), though, unfortunately.
Three, you have dead RAM.
Four, try connecting only a single HDD/SSD to it, if you have more than one right now.

My earlier testing included removing the SATA devices when I pulled the PCI-e cards.
[www.thomas-krenn.com] Aptio Bios Beep Codes 4 short beeps is wrong RAM, and 5 short + 1 long is RAM error, so I doubt it, but I'll try shuffling cards about- and try a stick of non-ECC DDR3 to see if I get a different code. Maybe even try no RAM.
I suspect I either need a different CPU to update the bios (though I can't see this one not being supported) or have a dead CPU. I can't find a full list of CPUs this board should support, and the changelogs in the zip with the the curremt bios don't go back to when Xeon v3 and v4 chips were contemporary. For shits and giggles, I tried booting with the socket empty and it point blank refuses to.
Being able to get video out of the machine is what confuses me a bit more- it /almost/ works, but not enough to use PCI-e grahics instead of onboard video chipset. I suppose server boards are a bit different.

I wonder if VRAM is soldered to the board, or if it uses main memory as video RAM.

With my new computer, I was so pissed that I needed an older processor to update the bios. A premium board that did not have the latest bios, and did not have a ezy bios flash function.
Unfortunately I had assumed that feature would be on all mobos going forward since 2009.
Apple decided to get rid of its touch bar gimmick and bring back some ports (SD card, HDMI).
I guess that's one way to instantly make their 2016-2021 Macbook Pro lineups look obsolete. First, deliberately downgrade your products and claiming it is for the future™. Once enough sheep have hopped onto the boat, revert the nonsensical changes and have them rush to buy yet another overpriced junk. Rinse and repeat.
For shits and giggles, I stuck the CPU back in, one RAM card; no heatsink, no anything else besides 24 and 8 pin power, and front panel. It made a series of soft beeps, then a louder single long beep 'POST pass' and dumped me in a built in EFI shell. Killed the bix before the CPU overheated, reinstalled heatsink, and was able to access BIOS. Put everything back in, and was able to boot Xubuntu. Of note, the graphics card didn't output anything, even on Xubuntu. The VGA port stopped doing the weird diagonal scanning artifact, but still looks like trash beyond the BIOS. It's set to 1920x1080 60Hz, washed out, and overscanning.
I think I'm gonna do a fresh xubuntu install, but I was able to get the old one (eventually via nmcli and a tutorial) on wifi and IRC.
I noticed the heatsink had one side pop off way earlier than expected, I think the CPU either had uneven pressure or was pushed just outside of proper position. It seems tricky to get both screws on the upper part threaded in straight.
On hardware issues, I think the mobo doesn't like my low speed CPU fan and front fan- the fans ramp up and down in a cyclical pattern which is quite annoying, and a red front panel led labed "i" blinks when they're faster. CPU cores and package, and GPU never went over 28C.

For a product of that price I would expect something like a DP, or at least an HDMI 2.1, but hey, I guess neither Apple's "engineers" nor the M1 chip are up to that.
