they hide a shitload of icons inside their DLL's (and executables). It's been like that for ages.
Personally, I don't know why you are so insistent on trying to customize something that is actively trying to prevent customizations. They even do signature checks on theme files (.msstyles, traditionally - code signing is (or was, IDK about 10) enforced by uxtheme.dll). If you want something you can modify to fit to fit your needs, Windows (10 especially so) is not for you.

Maybe. But I'd consider just grabbing some adhesive rubber bumpers (feet) from a hardware store and cutting them to size to fill the gap. You probably don't
have to do anything. Somewhat older cases like mine (and a handful of newer ones) mount the PSU on the top of an upright form factor, and they hold alright.
Also, you could just use a silicone/caulk and fill in the space.
