64-bit systems should be able to support 32-bit software in most cases.
A problem with software designed to run in Windows 95, 98 and ME; is that they're often designed to run in a way which the 32-bit Microsoft systems (and newer) doesn't support. This is why you may have to emulate a Windows 95, 98 or ME environment somehow.
On the other hand; Windows 95, 98 and ME probably had some trouble with how those software were ran anyway.
Also: If it's a game you bought on Steam, you may have to find some more reliable solution. The Steam client should be crucial to run those games, and can't be ran in compatibility mode.
