Not for materials, they are too cheap. For bindings ? Sure, if they have enough value. But then you're not gonna buy back the item, since you're going to have/want a better one.
For the cores ? It depends on how much you value the cores. Anyway, it works only the first time.
Most legendary cores now are so cheap, that it would be a net loss anyway, at least for Legendaries.
Leg. Staves would barely break even at most, since a Leg. Staff core now goes for 50k-60k which is roughly the buy-back price form Bazaar of a badly useless Leg. Staff.
The case is open for Peerlesses Cores : at first glance, since they are not tradeable, it would appear to be always advantageous to salvage them to get the core, and re-buy to get the Peerless back. However this make it untradable.
In essence, you exchange a Tradeable Peerless plus a chunck of credits (to buy back), for an equal but Untradeable Peerless plus one Peerless Core.
Interestingly enough, useless Peerlesses have known a sudden increase in price the very moment this new mechanic of cores was put in place; this suggest that enough people in the market are conscious of all this, and have made their evaluation of Peerlesses cores.
You can do it too, comparing old and new prices, and netting out the previous value (since you recover the Peerless anyway). From my calculations, the market atm values a Peerless core around 300k-350k.
Not far from the price to buy back the peerless, btw.

EDIT : as far as I know, there has not been a single example of a
useless Peerless Staff traded in the "open" market since the mech changes. So possible market/consensus value for a Peerless Staff Core is completely unknown right now.
Should it follow the path of Leg. Cores, where staff cores are roughly 5x the value of armor cores, then a PeerStaff core should have a valuation around 1.6m-1.7m (IMG:[
