Back when I was at lower levels I actively lowered my Stamina below 80 by entering and fleeing IWs of random items to slow down the rate I leveled up, did this daily for quite a while until I hit level 310 or so, so there's always a chance someone is doing the same and giving gifts to players with low leveled monsters. Alternatively people are enjoying the holidays and have a bit of time to play for a few credits for GP or something, because I've also noticed a slight increase recently.

Since any one person can buy 10% of the tickets at maximum, a serious lottery-er should buy 1/10th of its value in GP, or 50M credits, or around 120M GP (120,000 kGP) at 415c per 1kGP at the current exchange rate.
I'm really curious to see how it turns out. Personally I put in 1 ticket.
If I recall correctly lotteries have a cap of 20k tickets though, up to 40k with a Golden Ticket assuming a big pot so even people with big wallets will have to gamble for it.
