I think Tenboro already made the announcement a few hours ago, but only in a private forum section:

There is a message of tenb on the moderator section. Retirement because of personal reasons, triggered by the fact that new legislation forces some stuff to move to another country.

For HV to remain active, someone would need to take over all the stuff from tenb. Perhaps HV could run as stand-alone game. But HV is an integral part of the e-h site, with economic ties to the galleries for credits & hath & GP, and one needs the forum for trading.
