Kinda related but I know that the Tokenizer perk also increases the drop rate of Chaos tokens over Blood tokens, just not sure about the details. So if you have the perk yes.

Yes, it's something like an 80:20 distribution. If you start doing fests you'll end up with way too many to actually use though (IMG:[invalid] style_emoticons/default/biggrin.gif)
