This. Even +1 per Player Level should make everybody happy..

Test user, Level 251, full set of post-patch Magnificent Plate Armor (3x Protection, 2x Dampening), Rank V Green Aura, using Dual-Wield:

49.6% Physical Mitigation
32.9% Crushing Mitigation
40.4% Slashing Mitigation
40.4% Piercing Mitigation

Close enough, considering that I didn't actually check the numbers, and that you can get almost 50% parry with that.

Tenboro is hopelessly out of touch, just like every politician ever.

And only one of those was a confirmed drop, from BT Trio, which was subsequently quality nerfed when it was changed to a 100% drop rate (lol.) All the rest were from the special shrine trophies.
