Above a certain base attack, yes (if your attack is low, imperiling even with the rapier helps). Common monsters die too early to be even double stacked by PA.
For SGs, same. 3 PA > Imperil.
And 25% Defense Reduction (1 PA on a normal monster vs nothing or 3 PA vs Max Imperil on a SG) is better than any Shortsword, Club, or Axe's ADB compared to a Rapier's ADB.

I use OFC whenever possible (OC>210) at the beginning of the round.
I use Imperil in all rounds, by custom, since the new proficiency system was implemented (my deprecating proficiency is 27 levels above my current level).
And on the OC, as I use a lot of Imperil and OFC whenever possible, it is impossible to keep a minimal amount to keep the spirit stance permanent. In the few remaining times, I deactivate the spirit to be able to recharge faster. None of these are very problematic, because the OFC cooldown is very long (50 turns).
The ideal would also be to make the comparison with an equal ADB (or at least as close as possible), and also with the same IW in both swords.
Another possible test would be to make the comparison for the same amount of upgrades. As my rapier is all level 50, I would have to do the same with my shortsword. But I'll leave that to the future, when I decide to do the IW of this equipment: Peerless Shocking Shortsword of Slaughter. whether imperil will speed you up not only depends on your choice of weapon, but also on your t/s, total damage and skill at applying imperil quickly. for me (low skill, high t/s) using imperil with longsword (high damage, BW not affected by mitigations) only slows me down, while using it with mace (low damage) speeds things up
Yes, you do need to play accordingly to get the full effect of Imperil. With the proper tools a bit of training, one does get better at casting it quickly, which then makes the difference bigger.

I think I already told you to compare something that is actually comparable, and not your 50 forges rapier with a shortsword that has barely anything on it. That "test" of yours is aboslutely void and its conclusion is worthless.

On the contrary. To my understanding this shows that using a shortsword is not as bad as many say. I think the result was good considering the difference in investment between the swords.
As I said in a previous post, I'm still going to do a test with a shortsword forge level 50, but probably only after I can complete my slaughter set (main priority), and upgrade it to level 50. I can not be spending a lot of resources at the time.
