I am not sure, but I think the 24 hour thing with penalty buyback cost applies only if you salvage an equipment, or sell an untradeable item.
Since he sold a tradeable item, I think it just goes into the ordinary bazaar stock, and displays at regular buy price. Anyone can buy it but it will disappear very fast (few minutes to an hour maybe).
