it's not exactly garbage. i mean, it's still a P shield. with Ruby prefix and Protection suffix nonetheless. it depends also on your personal tastes, but at a certain point higherups go for mere damage rather than HP pool, so SDA isn't *so* worse than SDE. i guess...

Agility only increases physical mitigation and evade (and potentially attack speed).

already gone. but afaik, anything below Legendary has only a chance to have a prefix. chance that becomes higher with quality, but still a chance.

All Fair/Average can have or have not a suffix, doesn't matter what the gear is:

I means that Phase do can be suffixless only if they are of Average quality. In any case, I consider myself lucky when I loot Average rare equips, because when you salvage them you get a healthy amount of materials+energy cells.
