Many, but not all, and the few who do gather top-tier melee sets at high level have lots of funds to invest.

It went for so much because it's either the best or the second best possible shield type. (I did some math a while ago and thought Dampening was somewhat better due to proportion of incoming Crushing damage for heavy armor users, but don't quote me on that)

Crushing is ~30% of 1H incoming damage.
7 points of crushing resistance are always going to be better than 2.1 of pmi.

With no other way of spending credits peerless equips / radiants phases with good rolls / very good staves will always fetch an insane price.

I collect stats during REs (at work, so I can't copypaste the data now).
From what I remember it's 30% crushing and 24% piercing.
Piercing attacks are much more common in general, so there isn't a whole lot of difference between the two.

As Sapo said, second best, maybe third after Deflection as well, not sure. Protection on shields does a very poor work, the roll is too low and the five PMi rolls on armors make it even less relevant.

Except running H@H is like at least 3x more efficient.
